This is a really cute little series, but it's one of those stories where you're not supposed to think too much about the larger implications of it. Honestly, if this wasn't a silly lighthearted comedy, than the whole concept of the Hero using their powers to physically turn guys into girls and/or (far more troubling) change people's sexual orientation...

I feel like it is pointless to have either gender bender and transgender then. While it is not strictly and mutually exclusive, it seems to me that the moderators are not trying to separate the two definitions.

I'm not even sure if the hero is actually transgender. Sure, (s)he wants to be a girl, but it does not mean that he wants to identify himself as a girl as it is purely his fetish, and he merely accepts his fate. If you ask me whether I want to change my biological sex to female then obviously yes I have a fetish for lesbian sex (in here, who isn't?) but I would not identify myself as one, duh. Heck, being a futa might be even better.

I have read some now that you mentioned it, and it's terrible. Hina hates being a girl, "would do anything" to change back, and Akira starts acting like a sexually harassing asshole boy the moment they change. This kind of ecchi genderbender "comedy" is a far cry from what I was talking about/looking for.

"Until I Become Me" is a pretty good read, I can't explain the trsns exploration part because it's closely tied to a part of the story that would spoil it but Akira is happy to be a girl
