Actually, Article IV, Subsection F of the Dynasty Reader Constitution includes a line forbidding "the depiction of hand-holding, real or imagined".
As I'm sure you are aware, it's not very well enforced. Even so, the wording does leave people open to litigation for acts that could be considered legal or illegal depending on your interpretation of the text. That creates uncertainty in the marketplace of course, stifling innovation.
There's an ongoing debate in the Dynastic Authority Board over exactly what the term "imagined" means. Currently a bill is up for debate that addresses this problem. DB69, tentatively titled the "Dynastic Authority Board Bill for Immoral-Nonsense Guidelines" (D.A.B.B.I.N.G.). DABBING has mainly been raised to address the vague nature of Article IV Subsection F, but it's worth knowing that there was a last-minute amendment to it that increases the penalty for starting shipping wars to capital punishment.
