I think she's an actual cat and she's just getting anthropomorphised so she can be more expressive and cute. When we see her as an actual cat, that's what she actually looks like and the rest of the time is just artistic licence.

minako can actually see moe-chan as a real cute girl(as we see in this manga). It's called "Minako Vision". it was a spoil cuz you'll discover this much much later
