It doesn't look like it. The light-haired girl in chapter 1 is referred to as Nellie, and the girl Alice met on the bridge calls herself Marie. They share some visual characteristics, but there's little reason to assume they're the same person thus far.

Seems that way. The "Madame Bernard" and Arsenius bear some notable similarities: they both wear suits, are both portrayed with obscured faces, and have wavy hair of the same color. She also mentions "crossing the Atlantic" shortly before the museum heist.
If true, it means that Arsenius isn't a man, but a woman (contrary to popular in-universe belief). And a ladykiller at that.
