That tag seems to be more fitting with the realistic/mature looking series. This one, while not your typical moe, is still very much in a cartoonish style.
Well, I can get on board with this. However the tag descritpion states :
"For series whose art is significantly different from what you'd call typical anime style of the modern era".
And if we stick to the definition, this story should belong in the non-moe category.
This doesn't look "realistic" or "mature" in term of art either and is tagged non-moe. It's kind of dark, but so is this story.

I'm not trying to pick holes in what you say, I just want to have a better understanding of how you'd use tags; because the use of some tags still remains a mystery for me.
