Both Hotaru and Komari would benefit if they started dating, though. Even in an innocent, Non Non Biyori way like the trip to the candy store. Komari has such low self-esteem and Hotaru would praise her to the skies. As it is, she's the main person making Komari feel small, so it's sad.

Can we really call it subtext when Hotaru herself is aware of her feelings and her adoration of Komari is so obvious ? Sure, it's not "concrete", but she's definitively in love with Komari and aware enough of it herself.
