^^Both things are true. You have Tomoko's side who has at least a few girls interested in going a bit further than just a friendship (Asuka, Ucchi, Shizuku), and you have Tomoki's side who has a few girls vying for his attention (Komiyama, Akari, Sayaka after the play, Yoshida and Sachi)

There's also the matter of how its presented differently. Tomoko does legitimately have the hots for Asuka and Shizuku and it feels like if either of them made a move they'd score. While the whole joke with Tomoki is that he is neutral towards the women who are affectionate to him at best, disdainful at worst, and the whole thing is just a bunch of stupid teenage girls making an ass of themselves with their attempts to win over a boy who doesn't give a damn about them and only cares about playing soccer.

That being said, I do feel like Tomoki is getting too much focus recently, especially because the wide variety of unwanted suitors do eventually end up feeling redundant.

The school festival arc is very long (it's like 4 years including the setup) and it covered a lot of things. As per @avelasquez97 it still had Tomoko's harem which I will add also has Yuuchan but it also had Tomoki's harem shenanigans. There was also Nemo and Yuri stuff and Mako trying to get Yoshida. Arguably Shizuku won the most in this arc. Asuka already got her moments in the previous exam study arc.

@juanelric I have an idea but I cannot find the chapter right now. Supposedly Tomoko is the reason Tomoki is even in the same school as her so all his suffering in the latest arc is like the culmination of that lol.

It's part of the anime. Iirc Tomoko forgets to hand his curriculum (or however it's called) at his choice school so he just accepts to go to her school.
