I think Kagai just wants things to be done in a proper order, instead of because they just went with the flow. The afterpages don't seem to indicate she chickened out either; rather, she actively held herself back.
Also, Kagai saying "Let's wait until we're dating." and Komada replying "Y-yes! Let's!" pretty much confirms out loud to Kagai what the answer will be (though Kagai already knows at this point). She's just waiting for the full manga reply instead of forcing the issue because she wants the whole package, she knows it'll be really cute and romantic and all.
(We also know it'll make Kagai blush to death, rather than just making her happy as a simple reply to a confession would, and I, for one, am very much looking forward to that! Heck I'm half-expecting her to cry.)
Personally, I enjoyed this almost as much as if they had actually kissed. But if they had, it'd have made the manga lose all impact, and Kagai knows that. Give it maybe a single chapter.

We know Kagai did too, but ironically if there wasn't that little afterpage art I'd say "yeah, Komada did"...
