I think it's fairly obvious that this person presents as feminine. Therefore if they are trans then they're a transgendered woman, so I don't see the problem with a Yuri
tag. It's what consumers of Yuri broadly expect (for the most part).
EDIT: My bad on comments inappropriate for this space.
@FluffyCow: I've seen that too, but that's the problem with trying to accomodate everyone's peculiar identification. Words lose their meanings and there becomes no objective way to adjudicate questions like, in this case, what kind of tags are appropriate.
Don't get me wrong; to each their own, and I'm not going to bother anyone about their identification. But there's only so much one can reasonably expect in terms of inclusiveness in the context of gendered things like "Yuri" if people are being intentionally vague about their gender.
For example, I've heard of an all-girl's school that accepts transgendered women but not NB; it's hard to blame them. For another, I could say I identify as a male but my pronouns are 'she/her'. I think most people would roll their eyes, as well they should, because that combo makes no sense. Arguably neither does "NB lesbian", since "lesbian" is a gendered term.
Point being, I think what's important here is the external presentation, not the character's stated identification, which may have little objective coherence or meaning.
