^ Well, surely if a girl is with with a person who is entirely female, it's yuri- even IF they were origionaly a guy and are sex changed due to magic? The fact Ranma's origional form is male wouldnt really effect another womans desire to sleep with them when female for example would it? They could always just only be intimate in male form- its not like its hard to change over.. But if Akane or whoever are fine being intimate in female form - then they are surely fine with yuri.

Its a bit less clear if it has to be called yuri since ranma can switch so easily and often between- I guess it depends how much and to what extent a female character is with Ranma in female form as opposed to the male version.
I've read fan fics where its almost entirely / ALL, female Ranma with Akane- thats got to be yuri.

You can ofcourse have Het or Yaoi Ranma too. Its odd there wasnt more yuri Ranma tho tbh- I liked him a lot better as a girl.
