According to the artist's commentary, these are the same office ladies from their Valentine's Day pictures, and this is happening between the long haired senpai's confession and them eating chocolate in the afterglow. Short haired office lady is so nervous that she's accidentally undressing completely out of order, which has quite the effect on her new partner.

Also the artist confirms that they continue dating after this. Seriously, check out their Twitter, these are even better with the backstories.

I watched the anime and couldn’t help but ship them. They’re so cute.

But the Pavlov experiment was that he conditioned dogs to think they were gonna be fed whenever he rang a bell, that's kinda the opposite of this.
