The anime switches to Anthy's POV and it's made clear that she now has to work on herself to find Utena, just as Utena had to do to truly help Anthy save herself So anything bad she's done that's not explained by all that was done to her, she's going to atone for anyway. They are still earning their happy ending. It all has a Scott Pilgrim/Qualia the Purple quality to it.

yuri n wine: I could see Asuka, Yuri and Emily sharing Tomoko. At least since the school trip she's more diligent all the time. I think Nemo should be with Akane, Mako with Masaki, Kibako with Sachi. If Tomoko had to pick just one girl I would say Yuri - Nemo and Mako are her other possibls and they work better with Akane and Masaki. And I can see Fuuka getting together with Asuka. The reason I don't say Emily is that it's so one-sided. Tomoko and Yuri are soulmates, Ucchi just has a one-sided crush. Actually from Tomoko's POV I think Megumi, Asuka, Yuu, Yuri, Shizuku, Masaki, Anna, Mako, Akane, Fuuka, Kibako, Emily, Komiwhatshername and Kii would be her rough love order.
