If Tomoko had to pick just one girl I would say Yuri - Nemo and Mako are her other possibls and they work better with Akane and Masaki. And I can see Fuuka getting together with Asuka. The reason I don't say Emily is that it's so one-sided. Tomoko and Yuri are soulmates, Ucchi just has a one-sided crush. Actually from Tomoko's POV I think Megumi, Asuka, Yuu, Yuri, Shizuku, Masaki, Anna, Mako, Akane, Fuuka, Kibako, Emily, Komiwhatshername and Kii would be her rough love order.
While I can see that, I actually like her unique personality from an entertaining female character standpoint, and how even though she acts that way, the other girls still gravitate towards her. It's kind of like in a straight harem (how the guy may act), but it's Yuri instead.
