It's a pretty common belief in all regions, though I've never done the research to make sure it hold weight. It seems believable enough to me seeing as water or at least damp objects have poor heat retention and cold climates lower immune response.

So it's not the wet hair that makes you sick, but the side effects of it.

For those who don't get the comic, this was made back in September 2017 when Ark Royal was first introduced. Both Iowa and Warspite are clingy towards/really like Kongou who instead wants to flirt with the Admiral. So Kongou makes a plan to hook up Warspite and Ark Royal, and distract Iowa with a Switch. However, the plan completely failed due to Ark Royal being totally into Bismarck instead.

To elaborate, this artist has several themes running with their depiction of KanColle grills. Iowa and Warspite have a thing for Kongou, while Kongou wants her beloved Admiral and is trying (and failing, often ending with sex) to escape the two blondes. Ark Royal, on the other hand, has a thing for Bismarck (people with knowledge of history of the two ships will immediately see why it is hilarious, it was a Swordfish torpedo bomber from Ark Royal that disabled Bismarck's rudder during the famed hunt, dooming the battleship). Bismarck, needles to say, is about as enthralled with this prospect as Kongou is with hers.

In this image, Kongou decides to use Ark to lure away Warspite (an idea that is not without merit), Iowa falling prey to gaming, so she can have a shot at the Admiral. Unfortunately for her, Ark is too fixated on the reluctant Bismarck for her plan to even lift off the ground.
