I'd say "maybe". There's undoubtedly a connexion between them, but I've always thought saying they're the "same person" was pushing it at this point. Avatar? Reincarnation? Child (literal or weird youkai gap magic)? I'd say they're all possibilities at this point.

Zun's never actually established the relationship between Maribel and Yukari. Apparently they're both connected to Lafcadio Hearn, but that's about it.
