To be completely honest, Umi would have no trouble at all carrying Honoka. The latter though, as energetic as she is, lacks the strength to carry the girl for more than five seconds. Presumably because the artist says it is. Although looking through the other Touhou images on the site, it seems she's normally either shown with bare arms, or a white cuff of some sort. Although the cuff style varies.
