The author didn't make it totally clear, that was one of the possible timelines in this world, and also likely a timeline which has already happened (remember we know of at least 104 confirmed ones, maybe more). Basically Godoka saw this future and was feeling like Homucifer might lack the stable yet comforting protection Homura gave when in Moemura form (all the name changes in this one). And then Homucifer did that thing where she's adorable and shows her that no, even as a 'devil' she's still one of the most perfect beings in the universe tied with Madoka. And then Madoka wen't all aggressive. Win.

So yeah, long story short, that was one of the timelines, either already happened or just a possibility of happening, all of which end tragically (the only one that ever won't end tragically is the very final one that has yet to happen)
