It's a reference to the current event in NA, 2 years ago for JP as usual. The Ooku event. Also yes it's Mata Hari. Story Spoilers for the event: The way to progress forward on the particular floor is in this scene is to get intoxicated/drunk, but Mata figures the loophole is to hypnotize the master into a drunken like state via hypnosis from her Noble Phantasm. The artist also made a version with Gudao in the source.

Anyhow, Gudako always has her priorities in order haha

Edit: Additional context for the previous spoiler, that's found out later in the event's story, The floors are based on breaking the 5 precepts of Buddhism, one of which is "intoxication".
