Yeah, it's always odd to pick a setting if you don't plan on using it. I love Touhou, but it's not like this needed to be Meiling. Could have just been a random person in a random setting.

By this logic, rule 34 wouldn't exist. They picked a setting and used it... for porn, because they wanted to draw pornography of a Touhou character. That seems pretty obvious!
I feel like even the tiniest amount of ambition for plot would be for her to go in and SURPRISE it's Sakuya or someone other than some randomly generated npc?
Huh true, it would be interesting if its other rare Touhou characters, Meiling is too overused.

If it were aiming to be faithful to the setting, it wouldn't get as far as the brothel - Sakuya would definitely catch her slacking on the job at the start, like she always does when she sleeps.
For anyone wondering how her hat stays on, I'd like to remind you of the technology of the "hat pin" — a long pin used to hold a hat on, by pinning through it and your hair. My understanding is that they were developed independently in Europe and China, though I'm having trouble getting dates offhand; they were certainly in production in Japan before the isolation of Gensokyo. (I'd assume, following WaHH #27, that Kogasa makes them.)
