Depends. Sometimes it is, sometimes it isn't. But whether or not it's subtext
in this scenario, it's still clearly a love story about Kyouko and Sayaka (as well as Homura and Madoka).
It's just when people say things like "Not Yuri" because it's subtext that pisses me off. Subtext == yuri. Just because it's subtext does not mean it's any less of a love story if the subtext is intentional. Plus, if you think about it, your lover is also your closest and best friend. If it's not, then your relationship is either very young or not fully invested
