@Norainhere M16 and Squad 404 are basically mortal enemies. Squad 404 took the fall for "The Butterfly Incident" and M16 was sent in for clean up. The ensuing firefight is what gave UMP45 her scar and how M16 lost her eye. (9 gave herself a scar after the fact just so she could match her sister.) They only act chummy on orders (plus a ton of other reasons that are more spoilers.)

416's reason for disliking M16 is slightly more petty and is more of a running gag than lore.

The IRL 416 was originally named the HK M4 and was designed by H&K as a replacement for both the M4 and M16 on request of the US Military. At the last minute the US changed their mind and Colt, the original creators of the M4, sued H&K for copyright.

In spite, H&K decided to rename the rifle the HK416 after the 2 guns it was designed to replace.

The artist was aware of this history and slipped 416's infiriority complex to M16 into her personality.
