I never felt anything that could be seen as romantic between Ryuko and Satsuki (and this isn't because they're siblings, that doesn't really matter to me). At the end of the series their relationship started to build, because they had a common enemy and because they're sisters. At the end of the series that's what they are, sisters.
And sure, Gamagori got a crush on Mako, but Mako never seemed to treat him as anything special. Which is why I can't see that ship ever happening.
I get why people don't want to ship this tho. It works so well as a very close friendship as well as a romance, and I can see how some might think that having them be together takes away from the core of their relationship in the show.

I have to admit, I LOVE Mako/Gama. She's still awfully cute with Ryuuko, though.

I mean... the series ended with Ryuko going on a date with Satsuki. Maybe you could say that's just a sisterly date of sisters having fun with each other... as sisters. But I dunno, it works either way for me.
Mako more or less works with anyone and anything, she is just that type of character. Super flexible.
