The lack of sempai (though maybe it was just cut in translation) and that I don't think the 1st or 2nd years would lecture a 3rd year like that, even though they are all close and informal - makes me think it's another 3rd year - or possibly Umi - though she isn't the best candidate for fooling around at school.
