It's good to see Nico taking initiative. A lot of people talk about the neko/tachi element but in the manga and the PVs it's made clear Nico is really into Maki and Maki is more aloof. In the anime the one time we see them on a for sure date they're both dressed up and no one is obviously in charge. So rather than top or bottom I think their dynamic is Nico pushing them forward and Maki allowing it or not. Which this squares with.

On Edit: In fact, for their one-and-only date in the anime that was a for-sure date, Nico wore heels high enough to be exactly as tall as Maki, who wore flats. Not very neko, Nico.
