I don't think you can read the School Idol Diary novels without realizing they're deliberately seting Nico and Maki up, at the least. It's probably a case of fan service, but it's definitely out there now. For one thing, it's a relatively safe relationship to tease - if you want to scrap it you just have Maki and Nico drift apart when Nico graduates.

My take on Love Live! SIP, the TV anime, was that Maki used her tears on Nico a whole lot, and Nico always gave in. So I really liked the Maki Nico thing this time because Nico worked it the other way.
