It makes a bit more sense in the context of chapter 2...Yuuka's 'attraction' is based on wanting to hug Moe like a stuffed animal, and the start of chapter 3 is also a continuation of when she started complaining about Moe's concept/feeling of love at the end of the last chapter.

I don't think "Touched" is a sfx, just a confirmation of their mental state. Though, while I understand why Yuuka's touched by Moe's words, I don't really get why Moe's touched, unless the lack of a heart means that she's a different kind of touched.

Depending on the original sfx, it could also refer to touching/petting? Calling back to Yuuka's hug fetish for Moe. The "touched" as in emotionally touched is also plausible to me, though; and it wouldn't necessarily have to refer to both characters, rather just one of them.
