I think it's called "romance" for stories that focuses on the love and sincere relationship (because well, we have to admit, there are some yuri that only focuses on sex, comedies and such).

My interpretation of the tag is that it's applied to works that are, for lack of a better word, romantic. They

  • focus on characters who are falling in love or are already in love, while pursuing a relationship with each other or already in a relationship,

  • enable the reader to experience romantic feelings by putting themselves into the characters' shoes,

  • and are likely to use romance genre tropes and to ultimately reach a happy or optimistic conclusion.

But I think this is one of the more subjective tags and seems to be pretty inconsistently used.
