Definitely. Not only do they share seiyuu (Tsuda Minami is Yui and Yui, Ookubo Rumi is Chinatsu and Yuzuko), people made tons of comparisons between Yuyushiki and Yuru Yuri when Yuyushiki aired.

That second 4koma on page 12 was when I thought "they absolutely nailed the Yuyushiki feel on that one"

Wow its really well done. The yuru yuri part has yuru yuri feeling and the yuyushiki part has yuyushiki feeling.
