Game was '96, anime was '97. Although it was probably already being worked on when the game came out.

There was a manga in April '96. Games were Feb '96 release so development was at least '95. Satoshi Tajiri came up with the idea of Pokémon in 1990 when he saw Gameboys communicating.

I gotta say, this is easily my favorite pairing, it works so well, and really gives off a Yuri vibe, but then the Sun and Moon anime ruined it by having Ash in it, with a redesign. I would have preferred it if Mizuki was the main protagonist along side Lillie, it would be a bit of a betrayal for fans of the anime, but it would work.
