From what I read, Pecharunt controls people by feeding them its purple mochi, and when they're under its control, they dance weirdly like that while saying "mochi" over and over. The reason it controls others is because it's a coward who can't fight on its own, or something. So it makes others eat its mochi, and if they refuse, it can shoot the mochi into their mouth.
