The artist doesn't speak English and misread Walnut's logo. It's supposed to say "I have you properly taped, my lad."

It's a reference to the 1914 novel Dubliners which is a collection of short stories about different people feeling disillusioned with modern society and think the government is hiding something important from them.

Sounds familiar. I can't imagine why Walnut would reference it.
