It's kind of a double story I guess is the artists' interpretation of rebellions ending Akuma-Homu explains it a little just read it again.

The creepy desire to see Madoka "troubled" (i.e. upset/crying) and pressuring her to continue after a clear no doesn't help that whole Stockholm feeling.
