Just in case it matters in any way, as the person who started this thread of comments, I was picturing the bottom being the maid because of the wristband and the garter.

Also: Lady is dominant and in charge, so she's on top. Maid is submissive and wants to serve her mistress, so she's on bottom. I mean, just look at that smile. She wants to make her Lady happy!

I'm not so sure the one on top is the dominant one in this case, either. She looks a little nervous to me, while the one on the bottom is just staring up expectantly. To me, that's more of a "well, what are you waiting for" look than an eager-to-please look.
