Mercy x Pharah spawned from gameplay mechanics so Tracer x D.Va may be from just their personalities. I got no idea.

At some point, they also issued prize figures of the two in wedding dresses. Tsukasa and Miyuki had figures issued as well, but they didn't go together that way. I'm not sure when they relented behind the scenes and decided to play to the fandom this way, but, as of volume 8, the manga didn't have them in a relationship.
