That's pretty easy to explain. Animation is sold in many markets around the world, including some where the legal status of gays is questionable at best. You offend the people buying in those markets or their audiences, you can say goodbye to other sales which can mean a lot to your business. Comics don't have that sort of distribution, and aren't so vulnerable financially to losing sales in those countries. Plus, there's a lot more oversight on what can be broadcast in animation in North America, so you've got that restriction as well which doesn't apply to comics.
As far as anime goes, the bulk of their sales is domestic, plus maybe nearby countries like China and Korea. Their stuff usually isn't aimed at worldwide distribution.
