^Chapters are uploaded if a scanlator have translated them and an uploader (which sometimes is someone from the scanlation team). The chapters are in anthologies are one-shot, even if a scanlator is interested in doing one of the chapters, there's no guarantee they'll want or can do the rest. Maybe they did a particular chapter because they were interested in a particular author's work rather than the anthology (note how for example, not every chapters of the two examples you gave are not all done by the same team) , and then you'll have to hope other teams pick up the rest. Maybe they found the raw for one chapter because the author made it available in another source, but not the other chapters. Maybe one mangaka is okay with scanlation but the other aren't and a team chose to respect that wish, or even some of the chapters are licensed and thus not scanlated or uploaded here. Or maybe, they simply aren't done working on a chapter (some teams works faster than other, and some projects are much more demanding than others), they could also be busy with other projects. Maybe real life stuff got in the way, or the team imploded, or maybe one of the scanlator is wanted by the IRS and fled the country to hide in South America and cut off all contact, including online and... You get the idea. Any number of reasons can happen and an anthology, or even a serie, getting started doesn't guarantee it will be translated to the end or when that will happen (note how some of the chapters in the examples you gave where months or a couple of years appart. And that's nothing compared to some series that suddenly were picked up years later after being abandoned).
If you want to see if other chapters have been translated and not uploaded here, check Mangadex or other sources, and in the off-chance that they have and it's not by a team that is not uploaded on Dynasty-scans (that's another possible reason) and the scanlation is of good quality, you can request its upload here.
