It starts with our protagonist sitting in this cafe (I think) she frequents lamenting how she got rejected when she confessed to the person she loves. The proprietress, an older lady, gets annoyed by the weeping and takes a drag of her smoke and blows smoke in the protagonist's eyes. When the protagonist opens her eyes again the proprietress appears to have magically grown a lot younger. They then go to an amusement park to cheer the protagonist up, including a ride on a Ferris wheel where the protagonist says that the person she confessed to was a girl and she ends up shouting which prompts the proprietress to say something like:

You can't go shouting like that when you're trying not to cry, you'll scare all the tears out.

Near the end of the story we find out that the girl the protagonist went on a date with was actually a relative of the proprietress who works as a magician.

Looking for a manga (probably a oneshot?) with a delinquent/class rep type where the straight-laced girl is the aggressive one. I think the scene where she hits on her takes place in the classroom. From a couple years ago.

Yeah, 'knife residue' doesn't make much sense, does it refer to stab wounds which were caused by a knife (possible the knife in question), does it mean bits of metal broken off of that knife,...?

i'm using windows 10, chrome and chromium both have the same problem, and yes only Dynasty has this problem
also i can use my phone to read just fine using chrome.

It might be a good idea to try using a different browser to make sure it's nothing to do with your ISP or firewall or such.

Aside from that you can try clearing your browsing data under Chrome's advanced settings, you could also try using an incognito window. If that doesn't work, check your SSL/HTTPS certs, and if all else fails you could try deleting your profile folder (make sure to back up your bookmarks beforehand).
