So what exactly is the difference between this tag and cheating?
A relationship isnt required for netorare
For instance, let's take two of the one shots that has this tag: Your Fault and Love Steal.
No cheating in Your Fault, though there is in Love Steal (why isn't it tagged tho lmao)
It's about ppl getting off the feeling of having your love interest stolen I suppose. Oh, and it has to be the main character, cus from their pov/narration, they're the one to "lose" someone and they feel like, that angst/drama/ jealousy/heartbreak, that we as readers, also feel (which some readers get off to, which is why it's mainly a hentai genre. Those that don't get off on it, kinda just feel like shit afterwards, cus it's not generally a happy/fun thing to read)
In Your Fault, iirc, mc probs isnt aware that she has feels for her childhood friend, and then finds out that said friend is in a sexual relationship with another girl. Mc gets off on that feeling or something
Love Steal is like... there's cheating in it, I guess. Um that one is complicated. Tho mc is the one to "steal" by sleeping with her friend's girlfriend, it's been established in the plot that her friend often sets her sights on whatever mc desires, so mc is still technically getting netorare'd by having her love interest "stolen" by the friend in the first place?
Aya ok this is a mess. But basically, no cheating is required. It can really just be, for instance, mc being deeply in love with someone, and then witness exactly how that someone begins a relationship with another person. But I guess it's not just about the facts, it's the feeling you get when you read it.
So like, it can be related to cheating, because the mc having their partner cheat on them is like, an easy/common situation for NTR, but not like, the only one.

Edit: Probs doesn't have to be "stolen" either. Just some kind of sexual jealousy mc feels and the readers also feel, from the way it's writen and projected onto us (i tried googling it)

I think you got it slightly wrong.
It's a type of setting in stories, or erogames, where the protagonist witnesses his/her love interest being taken away, either forcefully or willingly. Can involve them having sex, being raped (and, of course, eventually liking it), or just dating someone else.
The focus is on the feelings and emotions of the protagonist : confusion, intense jealousy, despair, rage, or, sometimes, but not always, being turned on by it.
The protagonist does not have to enjoy it. Just feel strong emotions, that are mirrored in the player/reader's mind.
Too often, people take NTR as "being cheated on/having your love interest taken and enjoying it". It doesn't have to be enjoyed : it just has to set things in motion for the protagonist who starts to act on their emotions.
The Kodama Naoko manga, NTR, is exactly that : Yuma doesn't like the idea of Hotaru's relationship with Fujiwara. And Hotaru obviously reacts to Yuma's relationship with Takeda. Neither enjoys it, really. It just stirs them.
The reverse is Netori, where the protagonist is set up to steal someone else's love interest.

netorare plays on the feeling of jealousy as a fetish/thrill. Seems there's several kind of netorare depending of the exact setting : the girl can be forced or willing, the partner against it or enjoying it, one of the constant, it seems is that they're aware of their lover being "taken" either by watching it or listening (through phone or next room). In some case, it can be set up by the partner so they can enjoy watching/listening.
So in a way, cheating can be netorare, but netorare goes beyond the scope of cheating as it's not always consensual or simply used as a way to spice up ones sex-life.
Man i dont remember what I said and idk if I stated ntr as the mc having to enjoy it, but I meant that readers who read it, read it cus they probs enjoy that feeling or something

By people getting off I was trying to reference to the readers, and by "it has to be the mc" I was trying to emphasize on the point that because it happens to the main character, the readers feel like, an emotional stir

E-Hentai defines netorare as thus:
Another person's spouse / partner being unfaithful and the one being cuckolded being aware of the situation. Also acceptable for when the story is clearly meant to invoke jealousy or sympathy on behalf of the person being cuckolded.
Meanwhile, cheating is defined this way:
A significant other having sex with someone other than their partner.
As the porn-tagging masters of the universe, I'd be inclined to accept their abridged definitions.

Nya-chan explained perfectly what is NTR, and about E-Hentai, you can't really trust their definitions for some tags, they use what makes it easier to find the kind of hentai that you want, not what is right, the definition that they use and you pasted outright shows that, it's a misunderstanding that some people have, but Cuckold and NTR are not the same at all, neither is Cuckold Cheating, though NTR, Cuclokd and Cheating are not mutually exclusive, the most basic premise of NTR is that the lover of the character is being stolen, which almost always causes strong feelings in the characters and reader, Cuckold is basically a form of Masochism and Swing, where the person feels pleasure in knowing/seeing their partner having sex with someone else, most NTR the character that have their lover stolen can feel lots of things, but it's only a few where they end up liking it, in those cases I kind of agree that you could also tag it as Cuckold, I think that the only reason they don't have a Cuckold tag is because it's rare, normally it's normal Swing that you find, there is a tag for it, but even if it is normal Swing or Cuckold it almost always end up with someone stolen, so NTR fits better.
Another proof that you can't trust their tag definitions? Go search what they have tagged as Yuri, almost all of it involves FFM Threesomes or Gangbangs, to "fix" that they created the Female Only tag since pretty much all real yuri don't have man in any way, unless it's a one shot part of a manga that have unrelated chapters with Het, so you won't find it in that tag, recently they also created the tag Bisexual which with time is being used in those mangas that involve FFM Threesomes or Gangbangs, but I doubt Yuri tag will be properly used any time soon by them.
Just anyone who can be interested knows, there's also a Male Only tag, and with time, in theory at least, bisexual tag should replace Yuri and Yaoi tag in anything that E-Hentai/ExHentai tag as FFM/MMF Threesome unless it really shows a same sex scene that don't involve someone of the opposite sex.

My take of it is simple.
Can you sympathise with the the one who is cheated on? Yes? Then it is NTR. If the guy who is ntred is just some faceless character, or an asshole that does not deserve the girl, then it's simply just cheating.
This is one of the reason why reversed-ntr (a girl steal someone's husband) is almost interchangeable with cheating, and does not exist as separate genre. Because 99.9% of the time, we feel bad for the girl who being cheated on.
This is also why in yuri cheating/ntr. If the one is cheated on is a guy. It's cheating (afterall most guys in yuri is faceless character, who you don't have to sympathise with). If the one is cheated on is a girl, then it is ntr
