Presumably, there's some sort of "official seal of approval" involved. IIRC much of the Neon Genesis Evangelion spin-off mangas were made by people from outside of Gainax* but with Gainax* sponsorship, for example.

• Back when NGE was owned by Gainax, that is; I expect something similar might happen under Khara, though.

It was official from the end of Rebellion onwards.

Homura was willing to go through hell infinite times for what she felt was Madoka's protection. She was gay Long before Rebellion.

So the letter was just from Mami, an invitation for a cake + tea party? It's wonderful how this initially light-hearted comedy manages to highlight their respective tragedies. Mami's loneliness and Homura's distance from the one she loves, as well as Madoka's fate.
