Question for fashion experts: is that cardigan-over-summer-dress ensemble that some many girls in manga wear considered a hot look anywhere outside Japan? Just curious.

Sure, it was popular in England (at least where I live). However, recently the leather jacket over a sundress combo has been kind of replacing it in this area. Cardigan/dress is still worn a bit, but with older schoolgirls and university-age girls, the leather jacket/dress has all but completely replaced it.

With younger girls the cardigan/dress is still worn quite a lot though.

well, pay attention to how she's talking in the anime, she's often end the sentence with nya (like a cat) lol

The (apparently) canonical answer is in the School Idol Diaries, the manga chapter of which is Season 1, Chapter 9, "Rin and Kitties" (here: https://dynasty-scans.com/chapters/love_live_school_idol_diary_ch09 ).

Short version: it started after she and Hanayo found a newborn litter of kittens trapped under a shed in a snowstorm; they managed to save some of them, and Rin wanted to adopt them, but found out that she's allergic to cats. Sad. (The surviving kittens were placed with a relative of Hanayo's in the country.) But because of talking to the mom cat and kittens so much, Rin apparently never stopped meowing.
