People just really like the Phantom Thief set.
Funny thing is, I remember CLAMP using almost exactly the same setup in Campus Detectives back in the '90s. Just now it's using pretty gay girls.
It just seemed important because Umi and Nozomi are organized with Rin(with no clear connect between them - not to mention Rin's twotiming) and Honoka appears on it alone(maybe a reporter?).

Rin - This is a guess, because I literally cannot find anywhere with a usage of the kanji 揁, but since 探 is "explore" and because of their role in the story I'm gonna guess something like "investigator."
These three together are labeled "Kaitou Lily White," maybe some kind of competing group.

The Cutie Panther as phantom thief bit I am pretty sure comes from cards in SIF, as do all the costumes. The tropes, including the balloon-aided getaway, come straight from the broader Phantom Thief genre — I personally first saw most of these in Kaitou Saint Tail, but they go back farther; both CLAMP's Man of 20 Masks and the Detective Conan-adjacent Kaitou Kid reference similar masked superthieves that go back to (I think) the 1940s.
