analyzing the every angle and inch of the picture I've come to the conclusion that Kotori(bird Form) was going to attack Honoka. If you see the way she was strategically placed so that she is facing Honoka a bit more. It is obvious that she did not want Honoka to kiss Umi. Therefore, clearly the ship in this picture is none other than the Umi/Kotori ship.

Kotori is the one saying "shameless!" this time.
