Unlike how works tagged Not Yaoi tend to be those that give off a yaoi-ish vibe until you dive into them (eg. Love DNA XX), there's nothing in this oneshot at least that would've made anyone think it was het. I feel the Not Het tag would be more appropriate for subversion of expectation works like Temptation of Shiro Gal & Kuro Gal, where the hook is you think it's gonna be a het about gyarus teasing a dumbfounded boy but it's actually a yuri about one gyaru crushing on the other. That being said, further discussion of how the tag should ideally be used should probably be moved to the thread on the tag itself.
For this oneshot in particular, I feel like it's worth at least a Subtext if you don't wanna commit to the Yuri, unless there's anything specific the author has to say about it.
