You can only form couples that include the main character. I've seen a sidequest where a girl from another class gifts a ring to the flirty girl in edelgards class and she goes "is this a proposal? I accept!" but the other girl thinks it's a joke. I don't know about the support rank encounters between those two, but since only the MC can reach S rank there shouldn't be relationships between others :/
