It's more like they are passed off as "twins", cus Suzu was granted a human appearance by whatever god, so she looks pretty much identical to Kaede, except for her breast size. She really just appeared out of nowhere one day, and while Kaede was certainly like "wtf" and thinks her to be super suspicious, her parents quickly accepted her as their daughter and just super casually go with it.
So like, they're not really related, so it wouldn't be "incest" per se, but the god made Suzu's human appearance to be just like Kaede's so... It's conflicting lol
