^I know of literally nothing that does that though. Vampires stop aging whenever they become vampires - i.e are bitten (If vampires can be born vampires and age, I've never come across a setting where that happens.)
Things that are naturally just extremely long lived such as dragons or elves, one can assume their childhood and adolescence also lasts a lot longer than for a much shorter lived species (though yes, probably a much smaller % of their whole life when compared to a human). Kana is a child in dragon terms, and also in her maturity - but I'm pretty sure she is NOT like 10 years old.
