On one hand, a single appearance is about on par with most other Overwatch "NPCs" who don't appear in the actual game, so I definitively don't think that Blizzard are scared of using her for whatever reason.
On the other hand, she's the closests thing that the flagship hero, the literal poster girl and face of the franchise has to a personal life, so a tiny bit of special treatment would've been nice, if only as a cameo on a spray or an in-game photo or something.
But really when it comes down to it, I'm not really that bothered by how Blizzard handles Emily, it's really just that I know fans are good at coming up with new outfits, so it's kind of missed potential to not play dress up with her in more fanart. These two are cute together either way, though. With all due respect to the widowtracers, I personally really like their "worldsaving, time-jumping superhero with completely mundane and normal girlfriend" dynamic. The fact that they somehow ended up together and presumably make it work is more interesting to me than the actual international intrigue and covert operations stuff.
