Four places actually, and it's not actual marriage (yet). It's a largely symbolic domestic partnership which isn't recognized outside those two cities (Takarazuka and Ige) and two wards (Shibuya and Setagaya).

If anyone didn't get it, this was a joke for the Japan Splatfest "Love vs. Money" (only Splatfest I won so far btw)

So I guess this was a joke about how they acted before the splatfest and how they acted during (and maybe after) the splatfest.
