Very passionate and original! Normally with those sorts of tags, you'd expect just smut, but there's a nice layer of emotion in this one

This is the only futanari I've tolerated (and love) in all my life as a yuri reader. So well written and drawn (I loved it wasn't censored!), it just made sense with the story. I agree with you, this is so emotional and cute, fuck gender roles! :DD

so what decides whether a futa doujin gets the honor of a yuri tag or not? it seems random. it'd be nice if it was always like this so it'd be easier to find them.

If it's omegaverse, that tends to change things because of how that universe handles sexual characteristics. Those stories are often also intended as yuri where some other doujin are clearly not. Beyond that, I couldn't say.
