Two sides of the same coin, so to speak; you pray to Godoka for keeping your homes and daily lives peaceful and prosperous and prevent you and your loved ones and compatriots from falling to infernal deception, and to Devimura for smiting the enemies of all that is good, punishing filthy sinners and vile heretics who would see all that Godoka stands for brought to nought, and presiding over the eternal punishment of the truly irredeemable in Hell.
